He was high in rank, had lots of money (basically the capital of Britain) and was acknowledged as a loyal man and Queen Victoria's 'best companion'.

This also led to him being prejudiced against people of color and looking down on poorer people.

At that point, he showed no interest in marrying China - or any of his colonies -. It seemed wrong to him.
He tried convincing even Queen Victoria herself that he should marry Ukraine instead of China, but she denied.

He was bitter about it for a time. And Romania used it to the fullest.

Arthur would actually spent money on rather expensive suits and reinvest it.
He also had a fairly big house with a staff.
Over time, he began to find a liking on China. Nothing romantic, it was more of s3xual desire. He just found them attractive.

And then, Hong Kong was born. England never truly cared for him. He sent him to a public school and left all the other chores to Yao.

He also playfully fought with Prussia once and then laughed at his defeat.

When his power slowed dowm and eventually fell he got back on the ground.
