Under pain and anxiety, he gets easily manipulated and brainwashed. Its something he knows and dispises.
Russia knows it too and he used it.

During the Cold war, pretty early on, Russia would tell him semi-truths about the west. He'd tell semi-teuths about Germany in WW2 and he'd come off as affectionate to earn his trust.
It worked fairly quick. Not even a year went by when it was pretty obvious that Prussia's mental health seriously decreased at Russia's sentences.
He was weak, couldn't move properly or talk and he was in constant pain.
It felt him hard to refuse to believe things like..
"Germany and USA and France and all of them wanted you to die. But I am here Snowwhite. I am here fore you."
"Germany wanted a wall between us. He didn't want you. But I locked his citizen out from coming here..he wont hurt you Gil."
"USA wanted to torture you because he think you're strange. I saved you from him. You'll be protected by me."

Each day, every day.
Along to the fact that each day, Prussia had to repeat a sentence stating he doesnt need any of his capitalist friends and only needs Russia.
It pretty much fucked up Prussia and he had serious trust issues and self-confidence issues.
This time, even telling himself thst he's awesome didnt push it.
He was confused and felt lonely. He hated Russia but all the sentences and warm gestures made him trust him as the only one. Even Hungary couldn't get Russia's grip off of Gilbert.

To maintain the pain and it's dissociating effect on Prussia Russia would intentionally punish Prussia extremely violently and afterwards hug him and reassure him that he loves him but "he just needs to behave".
It brought up so much trauma from his childhood.

Nowadays, after Germany had to get that out of his Prussua's had and after a long stay at the psychiatry, Prussia doesnt even look into Russia's eyes anymore and ignores him. He gets violent if Russia dares to touch him and his voice is loud enough to scream for literally /anyone/ close enough in case Russia does get a hold of him.
