He likes to visit (former) Nazis in prison.

It's not that unusual for them to throw aside their former beliefs and beg to be innocent.
Whenever Prussia visits someone he just stares at them. Then he follows up with who he is/was and then he is basically ridiculing them.
He is making fun of the past. He is laughing about how he is free and they are imprisoned. Sometimes he asks them if they feel guilty. Sometimes they do feel guilt.

Gilbert likes to be reminded that those people are behind bars. He likes to speak with them. Some don't reply and keep still. Others are throwing around insults.
Prussia has a weird pleasure seeing his tormentors behind prison at the verge of death. He likes to make them know - before they die - that he survived. Its a rather negative trait of his. And man, he holds grudges.
