Although he was and still is a horrible parent because he literally has no clue on how to raise a kid and constantly fucks up and is overprotective, he kept Ludwig out of 'nation business' for as long as possible.
Whenever Gilbert had to go to war he'd say he has to talk to someone for his job in another city.
Btw, at the mention of kids, he also dislikes introducing himself as Prussia to nations or people overall born in the 20th century (or later).
He's just scared of being portrayed as the villain.
