According to the story, Damocles-a servile courtier-was devoted to his king, Dionysius II of Syracuse, and exclaimed that Dionysius was truly happy as a great man of power and authority, surrounded by splendor.

Dionysius then offered to trade places with Damocles for a day so that Damocles could experience this happiness firsthand. Damocles quickly and gladly accepted the king's offer.

Damocles sat on the king's throne surrounded by every luxury, but Dionysius, who had made many enemies during his reign, had a sword hanging over the throne, held at the pommel by only a single horse's tail hair, to convey the feeling of what it is like to be king: though he has much wealth, he must always watch in fear and worry of the dangers that might try to assail him.

Damocles eventually asks the king to let him go because he doesn't want to be so lucky anymore, because he knows that with great luck and great power comes great danger.

King Dionysius effectively conveyed the sense of constant fear that a person with great power can live in.

In short, when you say that someone has the Sword of Damocles hanging over them, it means that they are in a situation where something very bad can happen to them at any time.
