Remus grew up knowing that he would never be able to fit with all the other kids. He knew he was the odd one out and he knew that no one would accept him as a normal companion.
Hence he had really low self esteem.
He wanted to make friends with the kids out there playing in the playground near his house but never plucked up the courage to go and say hello.
Besides his family moved around a lot just so the neighbors won't get too suspicious of howls every full moon night, so he never really had any long term friends.
