Alright, hear me out. It's not the best ship, that much is obvious, but...it's not that bad. On one hand (the negative one), Hermione would probably end up throwing Lavender off a cliff if they dated. If that even happened. Their personalities are the epitome of different. Hermione would hate her, and Lavender would not get anything she needed from this relationship.

Conversely, Hermione could find herself becoming more open-minded while dating Lavender, especially once she got over that "not like other girls" phase. This trope is always delicious, too. I think Lavender is a lot smarter than people give her credit for, and I think her and Hermione could bond unexpectedly over that. Lavender, who I see as loving to study literature and poetry, as well as divination, would definitely discuss books with Hermione. Plus, Lavender could help Hermione become more confident. Also, while Lavender is pretty immature, she likely matured after the war considering everything she suffered through, including the werewolf attack. This would reduce her 'silly' behaviour quite a lot. Also, I think they'd both need that giggly attitude after the war.

Despite this, I struggle to see any romantic or sexual attraction, so they'd probably be better off as reluctant friends. I'd love to see Hermione reconsider her judgement of Lavender and maybe learn not to do so in the future, but it doesn't have to be romantic for that to happen. Ultimately, I'd have to say: it's good for fanfiction but overall I don't like it.
