"Students seem to raise the value of one chip everytime. I have records of all gambles that were taken last week, the bets were between 10,000 to 100,000 yen, with chips that cost 1,000 yen. Just a gamble recently was a bet of 45,300 yen. The taxes we charge are barely 3% of what students make a day. Which allows them to gain about 1000 yen extra for personal use," Sayaka reported as she shared handouts with graphs proving her words.

"Seems like our problem is the taxes," Runa said looking at the graphs, "Well we simply raise the taxes to 5%, now students are paying 2000 for every 40,000. That's what? I don't know...approximately 20,000 yen per student a year? Ugh too bad Kaede is not here to do the maths."

"5% is quite a lot," Yuriko inserted, "we'll be discouraging students from gambling and paying taxes."

"No, we are pushing them to do so. After all, paying your taxes is a must, unless you wanna end up as a housepet, and no one wants that. Nyahahaha!" Runa replied with a teasing laughter, but it was obvious that Yuriko doesn't agree with the raising of taxes whatsoever.

"Hmm, let's see," Kirari glanced at you, "Y/n what do you think?"

"Huh?" You were caught off guard with that question. You weren't expecting to give any opinions or to take part in anything, "well– I somewhat agree with Yuriko-san. There'll be many dropouts if we increase the taxes that high. Maybe if we assign gambling dens with min and max bets then you can control the amount of income of every student from dens."

"Not a bad idea, we collect one million yen fees from gambling dens when there is barely anyone playing in them. That usually causes the club owners to not raise much money that leads them to abandon the dens to just find themselves owing late fees," Sayaka backed you up, "with what the vice president suggested, putting a limit to bets can be our solution."

"That benefits the student body, but how does that benefit us?" Yumemi asked as Runa shrugged her shoulders to her question.

"Easy, the gambling den owner will charge taxes to the players of each gamble and automatically add it to the 1 million yen fee to be paid to the student council. It's honestly not that hard," You replied.

"Nyahahaha! Y/n, you always try to facilitate the path for others. Do you know why  created the house pet system?" Runa grinned, " To benefit the student council. I personally don't see much benefit from it, no one is forced to go to the gambling dens and waste their money there. Using the gambling dens is a bad idea. The dens were created for strong gamblers to gain power and cash for themselves, that is if they could manage to keep one."

You remain quiet, you don't wanna feel silly recommending something they'll straight up reject. It's clear that they look for advantage in every decision they make. You thought about giving the advantage to both the student body and the student council.

"So, what will be our final decision?" Sayaka asked, looking at everyone sitting around the table.

"I say we do what Y/n suggested," Yuriko answered first.

"I say we charge the students 5% of tax instead of 2.5%," Runa said, sucking her lollipop.

"I agree with runa," Yumemi gave her response, "we need the money to construct a bigger concert here at school."

"What about you Midari?" Sayaka asked, while Midari yawned and stretched.

"I don't care," was all Midari said.
