Alright, so every fandom has ships, and every fandom has characters within the story who ship the couples. Here are some of my thoughts on who's a shipper in the TBOB universe.
Wilamena - this doesn't really count but she ships herself with Michael. I mean, that's obvious. She thought they were gonna get married for crying out loud. The girl ships them..
Emma - Emma is the other Wilamena x Michael shipper. The casual teasing, the "is princess whatshername your girlfriend," she ships them if only so she can tease her brother about it.
But what I really wanted to talk to you all about is Jake, Beetles, and Abigail, who I believe absolutely ship Kate and Rafe.
Jake and Beetles canonically ship them. I mean, just look at these two passages from The Fire Chronicle:

But yeah, Jake and Beetles obviously ship it and tease Kate about it which is amazing.
I also feel like what we didn't see was while Kate was unconscious, Jake and Beetles teasing Rafe about her like:
"You've been pretty worried about her. Are you in love with her or something?" - Jake
"NO!" - Rafe
"He most definitely is my friend. Probably wants to marry her someday." - Beetles
"You two are insane. I just met her." - Rafe
"Haven't you ever heard of love at first sight?" - Beetles
And then they get Abigail in it and she starts shipping them and teasing Rafe. And eventually Rafe sends them to go keep an eye on Kate because he just cannot take it.
But yeah, Jake, Beetles, and Abigail are shippers.
Come to think of it, Henrietta Burke sorta is too because, well:
