"And how was your flight?" Pierce asked Hawley.

"Lovely. The ride from the airport, less so." Hawley, who was really Natasha, answered.

"Sadly, S.H.I.E.L.D. can't control everything." Pierce mused.

"Including Captain America." Councilman Rockwell spoke up.

"It still seems ridiculous that he is now a fugitive." Councilwoman Dumont, who was really Alina, sighed. "I guess you can't trust everyone."

"No, you can't." Pierce agreed as a box with badges was held out to them. "This facility is biometrically controlled. And these will give you unlimited access." They grabbed a badged and clipped them onto their blazer jackets.

"I know the road hasn't exactly been smooth, and some of you would have gladly kicked me out of the car along the way." Pierce started, the Council all holding a champagne glass each as they waited. "Finally, we're here. And the world should be grateful." They all lifted their glasses in cheers.

"Attention all S.H.I.E.L.D. agents," Steve spoke through the speakers, "this is Steve Rogers. You've heard a lot about me over the last few days. Some of you were even ordered to hunt me down. But I think it's time you know the truth. S.H.I.E.L.D. is not what we thought it was. It's been taken over by HYDRA. Alexander Pierce is their leader." The Council looked to Pierce who just sighed, raising his eyebrows and tilting his head a little. "The S.T.R.I.K.E. and Insight crew are HYDRA as well. I don't know how many more, but I know they're in the building. They could be standing right next to you. They almost have what they want. Absolute control. They shot Nick Fury. And it won't end there. If you launch those helicarriers today, HYDRA will be able to kill anyone that stands in their way. Unless we stop them. I know I'm asking a lot. But the price of freedom is high. It always has been. And it's a price I'm willing to pay. And if I'm the only one, then so be it. But I'm willing to bet I'm not."

"You smug son of a bitch." Rockwell said to Pierce as some of the S.T.RI.K.E. team walked in.

"Arrest him." Councilman Singh ordered them but one just pulled a gun out on him.

"I guess I've got the floor." Pierce mused. Outside, the helicarriers started to fly into the air and Pierce moved to look out of the window. He then turned and looked at the Council, "Let me ask you a question. What if Pakistan marched into Mumbai tomorrow and you knew that they were gonna drag your daughters into the soccer stadium for execution, and you could stop it, with a flick of the switch. Wouldn't you? Wouldn't you all?"

"Not if it was your switch." Singh answered straight away, throwing his glass of champagne on the floor, shattering the flute and Pierce chuckled, taking a gun from a S.T.R.I.K.E. agent.

Pierce went to shoot Singh but Hawley kicked the Councilman to the side, hitting Pierce in the face. Dumont threw a small electronic disk at the agent that went to reach for Hawley as Hawley disarmed Pierce, throwing the gun at an agent's neck. Dumont kneed the agent in the stomach, tripping him backwards by curling her foot around the back of his leg, pressing a hand to his chest and shoving him to the floor.
