Steven was faced with an impossible game to play where not everyone leaves this theater alive. He is forced to do one of three things. Shatter Moonlight, let Spinel die, or let himself die.
None of those options are desirable to him, but he is forced to play this classic game of Pick Your Poison. Letting himself die is definitely off the table, so it's either Spinel or Moonlight he has to shatter. Despite his differences with them, he doesn't want to end either of their lives.
However, he knows he has to shatter Moonlight whether he likes it or not because he needs Spinel alive for two reasons. First - and arguably most important - reason is that Spinel has the means to deactivate her injector and if she is blown to bits, she would take Earth down with her. The second reason is that Spinel has a connection to Pink Diamond, and Steven wants to know what connection it is before he is done with Spinel, whether he locks her away or if she dies.
And Moonlight doesn't hold any valuable or detrimental information in this situation, which means she unfortunately has to go. But the problem is that Steven doesn't want to do it. If the choice was given to him that he had to shatter Spinel or Moonlight, he would shatter Spinel if she wasn't so valuable at the moment.
Moonlight hadn't pushed his buttons the way Spinel has done. Moonlight never even attempted to do half the things Spinel had done to him and his friends and family. But, again, he needs Spinel alive to save the Earth. But then there's the other hard part of this game, it's the actual shattering of Moonlight.
Moonlight isn't a common foe Steven could just vanquish so easily, like snapping the neck of a creature. Moonlight has training, strength and a strategic mindset to defend herself from attackers. But Steven matches her, he is her physical and mental equal, despite him being a half Diamond and her being a gem who had taken some magical steroid that made her permanently strong and tall.
Now is a weird time for Steven to think of this, but he just notices that Moonlight has quite an aromatic smell, almost like she's wearing perfume. It smelled like rose flowers, which is weird since Moonlight had never been on Earth before to get a scent of rose flowers on her.
Back to the important matters, Steven has his mind, gadgets, training and what little strength he has left to defeat Moonlight at her prime. But he also notices that Moonlight has yet to attack, or even say anything yet. He activated Detective Mode to check Moonlight.
Condition: Nervous.
Moonlight was nervous? About what? Moonlight has the power to end him right here, right now; and she's nervous.
Whatever reason it may be, Steven will use Moonlight's reluctance to his advantage to defeat Moonlight. Steven got in a fighting stance after turning off Detective Mode, and Moonlight did the same.
"Just kill each other already!" Spinel shouts. "Not like either of you will die in a few minutes."
Steven leaps at her, his legs wrapping around Moonlight's neck and using his flexibility to stand on his hands and using the strength in his legs to lob Moonlight and slam her head on the ground to hurt her. That was enough to hurt her, but not even close to shatter her. She rolled back onto her feet, rubbing her head with one of her hands to ease the pain.
