Rosemary had teleported Steven to the top of the tower that is the highest one in Arkham City and it is labeled 'Wonder Tower.'
"What are we doing up here?" Steven asked while looking down below at the maximum security prison.
"Just to show you something." Rosemary replied cryptically. "What do you see down there?"
"Buildings and prisoners." Steven replied, unsure if that was the right answer since Rosemary obviously sees them as well.
"Okay..." She nodded and then twirled her wand in her hand, surprisingly. "But have you noticed something about our elevated height?"
"That we're on the tallest structure in Arkham City." Steven presumed correctly, he knows they're on top of the highest building because they don't see another one taller than this one within the prison walls.
"Yes. However, Wonder Tower has the most power and control over Arkham City, did you know that?" Rosemary inquires.
"What makes you think that?" Steven looked back at her.
"With this tower being the tallest structure, even taller than the walls, this gives the advantage of observing the skies from above and monitoring those who are capable of flight. Another advantage is that antenna over there."
He looks over to where the flower had pointed with her wand.
"That antenna gives out the strongest radio frequency to all communicative devices within Arkham City. With enough signal to send in ships from outside Arkham City." Rosemary continues with her elaboration. "And that will be very important in a little while."
"Why?"
"Protocol Ten." Rosemary answered, as if he knew what that meant. "Professor Moonstone plans to shatter every single resident of Arkham City with dropships deploying missiles at the structures and using the debris to shatter any gem hiding inside of the buildings. Then, they'll use prohibited weapons to shatter any gems left from the entropy."
"I can't let that happen." Steven said, not liking Protocol Ten.
"Oh, why must you care about them? All they really do is make your life harder to go through." Rosemary looks at him with a bit of perplexed expression. "It would be so much better to let them all die."
"Because it's the right thing to do, and Professor Moonstone has thrown some innocent people in here as well." Steven replied, standing fierce.
Rosemary paused, baffled at his response. "The right thing to do...?"
"Yes."
The flower looked down at her legs. "Why are you doing this? They don't care about you and they never do. They won't thank you and they never will. Why bother going through such thankless efforts if you aren't going to get appreciation or recognition?"
"It shouldn't matter that I get rewarded or not for doing something like this." Steven affirmed. "Things aren't going to get better if nobody does anything good purely because it's the right thing to do. You'd be no better than those you despise if you only do good things for your own benefit."
