Name: Noboyuki Saito
I like the name! With a bit of research (I'm not sure if you wanted the name to have meaning), I found out that Nobo(ru) means to ascend/go up, and Yuki means snow. I think, considering his talent, that the name is very fitting to him.

Age: 15

Nationality: Japanese

Personality: Noboyuki is a serious person, never one to tell jokes.  He never lets others bring him down, but this sometimes ends up with him being stubborn.  He always looks for a solution which is best for everyone.
I think his personality needs some more info. Usually, to create a fully fleshed out character, a minimum of 5 good points and 5 bad points will help you and the reader understand your character more, but so far I do really like his personality and think it suits him very well.

Appearance: Noboyuki has light blonde hair, neatly parted in the middle and dark green eyes.  He wears a navy blue suit with a dark green tie and black shoes.
It's a simple, nice design which is very classic. I like it!

Sexuality: Hetero

Backstory: Noboyuki grew up in a house full of successful politicians and businessmen.  He was terrified of letting them down, not knowing what they could do.  So he did his best in everything, getting good grades and eventually becoming a politician himself.
I like the bio, but I have a few questions. Is he an only child, or does he have siblings? Is his family warm and welcoming or do they seperate themselves from him? Are they part of a company like Byakuya or do they work for other employers?
I like the addition of him being afraid of his family's success. It's very realistic that he would feel the pressure of being as successful as the rest of his family.

Extra Info: He doesn't understand sarcasm, so a lot of jokes go over his head.  He enjoys playing board games, but is too afraid that his parents will shun him for doing something childish.
I like this. What kind of board games does he like? I'm thinking he's more of a chess/checkers person but being afraid of his parents finding out makes me think of Operation or something silly and fun. Considering his seriousness, the idea of him not understanding jokes is a good addition! (Him and my OC wouldn't get along, considering my OC is all sarcasm)

Ultimate/SHSL Talent: Politician
This is very accurate to his backstory and personality. I'm wondering, though, if he was somewhat forced into being a politician because of the pressure from his family? Or did he really want to be a politician?

Reaction to seeing death: Is disgusted that someone would dare do such a thing, but collects himself and takes lead.
I like it!

Reaction to being accused of killing: At first, he tries to reason with the accuser and clear his name, but soon devolves into an angry yelling mess.
Considering his personality, him getting angry and devolving is a bit out of place. Possibly, instead, his stubborn side can come out and, while he tries to clear his name, he ends up accidentally making himself more suspicious? However, that's only if he's innocent. I can understand the anger if he is the guilty one.

How would they kill: He would slash at the victim, before hastily shoving them into a locker to suffocate them.
I do like this, however I'm fairly certain lockers can't suffocate. They all have little openings at the top which would let the victim breathe. Considering his personality, possibly a more subtle murder would work?

Execution: Noboyuki is standing at a podium, with Monokuma standing at another one.  There are two meters behind them, both empty.  Once the execution starts, they must debate.  Whoever fills the meter first wins.  At first, Noboyuki seems to be winning.  Monokuma gets angry and throws a rock at the meter, causing the score to plummet.  The meter then falls on Noboyuki, crushing him.  Monokuma's meter then gets filled up to the top.
One thing to note about Monokuma is that he is a very fair player. I don't think he would get so angry at Noboyuki for winning. What I'm thinking is maybe, instead of Monokuma getting angry, Noboyuki's meter fills up and he wins, but instead of stopping, the meter continues and breaks, then sending it crashing down on Noboyuki. I think it's more fitting to his ultimate talent! But in the end, it's your decision and I can't force you to change anything :)

Overall, this OC is very well made! I enjoy his personality, talent and character design. It's all very simple and very Danganronpa. If he was more fleshed out, I could see him being in the game as a Byakuya/Fuyuhiko type character. I like that he looks out for everyone's wellbeing, and him being a politician definitely adds to his leader-like role.

I would like his backstory and personality to be a little more fleshed out but his character is very intriguing and I would like to see more of him in the future!
