I see a lot of SHSL Actors in the DR universe, but I also really like seeing how everyone has a new take on them. Seeing your character is an original take on the actor talent!

Appearance: Black hair with hair over left eye, grey jacket with black hood, black sleeves, big comedy and tragedy mask icon on his back, black sweatpants, and grey sneakers. 
I like his design, but it's a bit monochrome. I would like to see a bit more colour in his design. If you look at DR characters, all of them use little black and a lot of colours. I'm not saying give him neon hair and bright coloured pants; you could always do what the first game did (specifically Toko Fukawa) and have him wearing very muted and dark versions of colours!

Personality:  Usually nervous around others, but will randomly switch between psychopath and super genius personas.
The multiple personalities is very interesting, but I would like to see his personality/ies a bit more fleshed out. What causes him to switch personalities? Why is he nervous around others? Does he find it easy or difficult to make friends? Is he loud or quiet? Does he keep his DID secret or does he tell people about it? I would love to see his personality more fleshed out, but I really like it so far!

I don't think I've seen a lot of American OC's, so this is really cool!

Backstory: Ever since he was little, he has been fascinated by TV.  He would spend hours talking about movies, shows, etc., to his friends.  He would even put on plays for his parents.  One day, however, he was kidnapped by an unknown stranger which traumatised him.  Fortunately, the police were able to find him, but the incident scarred him for life.
When he returned to school, he joined many school plays, and was very good at all of them.  Eventually, he became known as the Ultimate Actor and asked to enroll at Hope's Peak Academy after his parents posted a video of him in a play online.
I like this, its interesting, but I would like to see the kidnapping more fleshed out.  How come it scarred him?  How long was he kidnapped for?  What does this have to do with his personality/ies?  Unfortunately with no seeming reason, he's kind of moving into the Edge Sue persona, but with an explanation that's relevant to his character arc, you could make it really good! I like the addition of his family sending in a video and that getting him into the school, though!

Reaction to seeing death: He will go into a mental breakdown.
This makes sense with his nervousness.

How would they kill: He wouldn't, he thinks those that are killed drag their killers to hell.
Oooh, I really like that ideaology!  Very original!

Extra Information: His parents told him people who die punish those who have wronged them.  Has DID (Dissociative identity disorder) (Names are Samson, Markus, and Johnny).  Johnny loves the idea of dragging someone to hell, so he wants someone to kill him. 
Him having DID is a very original idea and I haven't seen it often, if at all, in other OC's.

Samson is very interesting and I like him a lot! However, I would like to see more focus on the kidnapping, as it seems to be the reason he has DID.  I would also like his other personalities more fleshed out, as just giving them a generic tropey title like 'super genius' and 'psychopath' will make it harder for you to write him as a character, and the personalities will come out seemingly lacking depth.
If we look at Toko, even her Genocider Sho side has a lot of depth to her. She won't kill females, and she only kills in a certain way. Looking at Toko's backstory, she has a solid reason for her multiple personalities; that being her abusive childhood. I see that you're trying to give Samson a reason; his kidnapping, but I would like to see it more fleshed out lest he be seen as an Edge Sue. His character has a lot of opportunity to be really interesting, and I would love to see him grow and develop!
