(Author's POV)
As the Kage summit commenced, all the people in the large meeting room began sitting down. Each had someone or a certain amount of guards that joined them. The air was tense and each one of the Kages had a reason for hating each other. Though peace was restored long ago, each land had a reason to doubt each other.
"I brought you all here to discuss a certain individual," Tsunade said.
The other Kages tried to discern her expressions, but she kept it as neutral as possible before grabbing some files from Shizune's hand. Tsunade quickly passed them around the table as the others read the contents of them before flowing. Gaara was the first to speak up.
All eyes were on him as he sat before the leaders and cleared his thoat.
"Are you sure that we can actually trust the words of that man and woman? A declaration of war is a big thing and causing unessesary panic will lead to bigger issues," Gaara said.
The others nodded in approval and Tsunade could only watch as the others threw her claims away. Tsunade had expected them to take her a bit seriously since she even had evidence, but with people like the Raikage who always seemed to want to be right, you could never make a point.
Madara sat next to Tsunade in silence. His hands stayed above the table twitching ever so slightly when anyone in the room made a move. The Kages all took notice to it and glared at the group of people that Tsuande had broguht along.
"I understand that you are trying to get some point across, but did you really have to bring all of Konoha with you," the Mizukage said with a small smirk on her lips as she looked directly at Kisame.
Kisame tensed a bit, but glared back at the sharp-tongue woman. It was pretty obvious to the people in the room that these people didn't get along. Tsunade wanted to keep things on track and began talking once more.
She explained the circumstances leading up to the whole declaration and the kidnapping of Yui which Madara clenched his jaw at the thought.
The questions began to arise and soon everyone wanted to know why Yui was kidnapped in the first place. This made Madara finally lift his head up and slowly remove the cloak on his head. His glowing red eyes looked at the Kages with a bored expression as they looked back at him in utter shock.
They all knew he died years ago and seeing him in the flesh was enough to send someone over the edge and to death.
"I know it's a shock to see me as a living soul, but this isn't about me right now. The situation we are dealing with isn't something that is considered a laughing matter. So far, hundreds of lives have been ended and others have been put in danger because of a deranged man. Him having Yui makes the situation a danger to our whole shinobi world. Their main target has always been to capture Uchiha Itachi and use his eyes, but it doesn't only mean that they won't go after anyone else," Madara said.
"And what do you suppose we do? If this person is as powerful as you say and are planning to kill way more people, what makes you think we can stop them," was what the Tsuchikage said. His eyes still had a sharp glint in them as he looked directly at Madara's red glowing eyes.
Madara didn't take the old man as a challenge and passed on the question to Zetsu.
Zetsu began to explain the meaning of the Devine tree and what the plan the two mystery people were following.
"It is important that they don't get a hand on the tailed beast. Naruto has already been targetted and lots of his chakra has been drained to be used for the revival of the the 10-tails," was what Zetsu explained. Sasuke stared at gaara who shifted in his seat uncomfortably umder his gaze.
