"Negative, negative, do not send civilians through that route, we lost visual, we lost"
"Officer down! Officer down, I need backup now!"
"Get me a hero, any hero, I don't care who!"
"Shots fired, shots fired, they're wearing masks, I repeat they're wearing"
The sound cut in a burst of static and a scream.
"Dispatch, this is Patrol Four, people are attacking each other in the street, we need immediate support!"
"No, no, they're not attacking, they're changing, something's wrong with their faces, something is"
That one ended in a wet choking sound and dead air.
More voices crashed in.
"Fire spreading to the lower wards!"
"Who authorised a code black?!"
"We've got civilians trapped in the underground!"
"Pros needed at City Hall, pros needed now!"
"Someone get Endeavor on the line!"
"I can't get through!"
"Then keep trying!"
"They're killing each other! Please, they're killing each other!"
Then gunfire.
Then silence.
Then more screaming.
Somewhere on another channel, a police officer was half yelling, half praying.
"They came out of nowhere, I've got six, no, eight hostiles moving in, I need support, I need support now!"
He screamed next.
Not a heroic scream.
Not some action movie cry.
Just pain.
Raw and human and final.
The channel stayed open long enough for the sound of him being dragged to come through before someone on dispatch killed it.
Then another line flared to life.
"South district requesting all available heroes!"
"We've lost the perimeter!"
"Do not let them near the evac route!"
"Who the hell are these people?!"

City Hall was already burning by the time we got there.
Flames licked out from shattered windows high above us, black smoke rolling into the sky in thick twisting columns. Fire engines screamed to a halt outside the front steps while people flooded out of the building in a blind panic, coughing, stumbling, crying, some half carried by police and firefighters trying to get them clear.
It was chaos.
Real chaos.
Not the kind from a training room. Not the sort you can reset with a game over screen and a lecture after.
I landed hard on the pavement and turned to the others immediately.
"Hiro," I shouted, pointing to the wounded being laid out on the ground, "you and Baymax help the injured."
Hiro nodded at once, already moving. "Got it!"
"Jubilee, Mina, work with the police. Set up a perimeter and keep civilians back."
