Although having a comic relief in a story really can be effective with not making the audience feel too depressed at certain dramatic scenes, it isn't always necessary. A story can be just fine without a comic relief, and really the plot wouldn't be that altered if they were taken out of the equation. However, writers still see a comic relief as a necessary part of the story, and add them even when they don't have to. This cliche as a result sometimes creates the most annoying characters on the planet, such as Jar Jar Binks from Star Wars. The audience will lose interest in the story due to the addition of such characters, or worse be offended by them.
