"We're listening." Natasha prompts.

"Oh right, out of curiosity how many of you believe in democracy? Never mind, moot point. So anyhow, I was thinking that something about the accords rubs me the wrong way, but I think some form of regulation might be good. I know SHIELD didn't really work but maybe that's because... well actually that's not important, anyhow, I was thinking about self determination and democracy and all that. Right to choose government, John Locke, all that sort of American history kind of stuff and I realized that what really seemed off about the accords was that none of the people dictating who we could save would ever actually be like us. So um, that brought me to this: a superhero council."

"You're not really making much sense Beth." Sam says.

"Oh. Okay, my idea was that superheros and powered people could govern themselves. Kind of like how we vote on stuff, registered heroes could vote for representatives to serve a short term on a council to oversee contemporary hero issues. Like what missions are priority. If people were registered then the council could accept requests for intervention and send a hero or group of heros best suited to the task. Rule of the people by the people!  It's just a beginning but I think it has potential, obviously it's very raw but it can be changed and adapted and it would reflect the values of the population and I mean technology makes it much easier. The council could video conference and not have to leave their homebase and then they can still take missions and because it's democratic it's more transparent and there are checks and balances and everyone actually gets a say in things rather than having an outside party who may or may not have their own agenda dictate what we can and can't do. It balances freedom with oversight. What do you all think?"

"I think it could work. There are still some things which would need to be ironed out but it's workable." Nat says.

"How would you propose getting in touch with all the heroes to begin with?" Tony asks.

"Most of them would have SHIELD files right? We could use that, and then most of them probably have gotten to know one another, made connections, we can use that too. And then I was thinking that non-Earthlings like Loki and Thor can have something like work visas or passports. Just sign in to Earth and let us know they are here. And something could be worked out for the Elves." 

"I can support this." Steve says, "All in favor?"

Every hand goes up.
