After gems break, usually Homeworld collects the shards of it. Sometimes for research about how much pressure it takes to break a gem, how strong a gem is, and how they work. But sometimes they use the broken shards to make new ones. They melt them, and mold them, making new gems from old ones to conserve resources when they're low on them.

So every gem is usually made of recycled ones, reused. It doesn't quite mean that they have the same memories, they might like the same things, have a few similar traits, but they won't be able to remember.

So when Pearl says there are hundreds of her back on Homeworld, she's not only talking about the fact that there are copies of her, no, there are other Pearls made with the same shards as she was, hundreds of her.

All Homeworld's plan to make gems less unique. It makes them more like each other, making them feel like they're disposable, which they are. It makes them less likely to rebel against the leaders, but something went wrong with Pearl's gem for some reason.
