The way Steven's shield is summoned is one of two ways, including his bubble. First is when he's happy or when he's making or remembering a good memory. That's why he summoned his shield when he was eating the Cookie Cat, with all his friends around him and his favorite food.
That explains why he can't summon it often.
But also, he can summon it when he's in danger, or someone else. He naturally formed the bubble around him when the cliff had the rock slide, he didn't even know that the rocks would land there, he just immediately assumed they might get hurt.
