Gov remembers being thirteen and his uncle leaving.
He remembers being in a small house near the Capitol, various politicians all talking lowly about his twin cousins like they weren't even in the room. Gov can remember seeing IDC, face hard as stone sitting at the kitchen table, ignoring the coloring book that had been placed there to keep her occupied, clutching onto the hand of her twin brother, who looked about ready to cry, trying to bury his face into her.
And god he shouldn't have been that small for a nine-year-old.
Gov remembers going over to his cousins to try and talk to them, but IDC wasn't hearing any of it and DC wouldn't even look at him. He remembers going to his room and pulling out a bag of leftover Halloween candy, grabbing a bunch, then going back to the twins, offering them each a piece. IDC didn't take any but DC, nervously, reached out and by the end of the discussion he and Gov nearly ate the whole bag.
For as long as he could remember, Gov was the unofficial older brother of the government twins. He didn't get to see much of them because of his uncle but when he did, he was encouraged to give old toys to DC (which Confederation then took away) and to be nice to IDC. Gov didn't know when he accepted it or when he started thinking of himself more of a brother then a cousin, but those twins meant everything to him. He even begged his mom and dad to take them in when Confederation disappeared the first time to no avail, as they were scooped up by politicians too quickly for Betsy and Republic to take them.
Gov knew their quirks better then anyone they'd ever date; IDC was calm, cool, and collected under pressure. She also was in desperate need for anyone's approval and forced to grow up too quickly. IDC worried about her brother a lot and Gov feared she'd never let him go, unable to think of him as nothing more then her baby brother.
DC was quiet, caring, and a hard worker. He also worked himself to death and self-destructed more times then he could keep count. He was so desperate to keep up his father's idea of a 'perfect government' that he never could tell when his body had enough or just couldn't take it anymore.
Gov hated Confederation for what he did to his cousins, and hoped wherever he was out there he'd choke on something and die.
But there were smaller moments too; IDC always said DC came out to her first but DC really came out to Gov first, during the worst time, the Reagan presidency. Gov saw how happy the main five made DC and sure, he was constantly confused by Florida, California gave him a headache, Texas was aggravating, New York would probably never talk to him, and he couldn't understand Louisiana but DC loved them. And they loved DC in turn back. It was what his cousin deserved after a decade of abuse.
IDC, despite her heavy denial, was falling in love with BG, or British Gov, and BG was her intellectual equal. They'd have long debates over the phone and sometimes when the English dignitaries visited BG would come and he and IDC would spend hours in her office talking politics. Did Gov 'accidentally' scare BG when he first came to the states and stood behind IDC when they were meeting in her office glaring him down? Maybe.
But he loved that pair, he'd lay down his life for his little cousins, and he just wanted to see them happy.
And sure maybe DC now could down any sugary sweet because eating them reminded him of the first act of kindness he'd known for awhile, and sure maybe IDC had to call DC a million times when he was in Orlando because she was worried.
Those two kids would be alright.
And if they weren't? Big brother Gov would be there to pick them up when they fell.
