It started when he was younger, his Aunt Betsy did it as a way to help him calm down after his father was particularly awful to him. It kind of fell to the wayside because Confederation didn't want him to have 'women interests'

He likes to bake when he's alone, still fearful of his dad in his head telling him to stop. DC bakes things then leaves them out so the other states can enjoy them. He doesn't spill whose made 'em, not even to his boyfriends, but all he needs is the satisfaction.
Okay he may of let someone know they baked one cake; the government trio made District a non-binary cake to celebrate them coming out and after the third time Gov burnt it, DC had to step in
