The main reason why she couldn't directly build many of their structures on normal land is that all of their structures are living organisms. They aren't unable to gain their nutrients to keep themselves alive unless they are built on top of a creep, so if she ever built them on an uninfected area. The structures would immediately collapse and die.

Indicating that it has reached its final upgrade.

Making the spread of the creep around it quicken while the timer on the production of [Larva], the main troops of the Zerg base where all other troops, except for the Queen, merge from disappeared. Meaning that it can now produce as many [Larva] as she wanted without waiting for long. All she needed to wait for is their evolution to form the other troops of the Zerg base.
