Kelsey is a 9th grader who is new at school, he is in the title, "The New Kid." Kelsey is a generally nice and happy person who likes making friends. He is also very popular. He has something hidden though. It is unknown what exactly Kelsey is to this day. You'll see why in a minute. It's possible he's an ally of some sort to Andrew. Some theorize he may even be his brother. In the official illustration, he looks completely different than in his graphic novel version.

Kelsey appears in the 3rd story of this book. He instantly becomes really popular and everyone wants to be his friend. Everyone except Devon, who doesn't like him. When looking for a new hangout spot for him and his friends, Kelsey finds some place and this girl, Heather wants to come along. Kelsey gets a friend to drive them there, an old man named George, who's his neighbor. But George's truck doesn't have room so they decide they'll take Kelsey and Heather first, then come back for Devon and Mick. Devon doesn't like that Heather likes Kelsey and not him, so he leaves. The next day, Kelsey questions where they went, but Devon ignores the question and tells him he found a better place. They all go to an abandoned Freddy's and Devon tells Kelsey to put on an old suit. Devon knows the suit has some sort of locks on them, as he tried to put it on himself, so he tells Kelsey to put it on. It kills Kelsey and Devon and Mick leave him there. Mick tells Devon to go back for him, so he does. Devon is really there to check if he's dead. Turns out, Kelsey isn't even in the suit anymore. After Golden Freddy kills Devon, the story ends, but not before one last cliffhanger. Showing that Kelsey is alive and well, and he shows up at a new school, as the new kid again, as if his past experience didn't even happen.
