Short Bio:

The Kids at Play signs are things that exist in real life, usually put around schools so cars can drive slower, sometimes it's so kids can walk instead of run. In FNAF though, they are made by Fazbear Entertainment for some reason. They are infected by agony and if they get hit, they get revenge, and/or they get revenge on people who didn't go slow and hit children with their cars.

Fazbear Frights #11:

One day, Joel accidentally hits a Kids at Play sign and leaves it, he notices there is a black goo coming out of it, likely agony. Later that night, he is driving and a kid is on the road, he tries to hit the brakes, but his truck hits the kid and throws him into a ditch. Joel gets scared about this wondering if he's ok, but he decides not to check it out because he could get in trouble so he just goes home. It turns out the whole town is now looking for this kid, and Joel gets freaked out about it. He still decides he will say nothing about it. Throughout the book, Joel just keeps seeing the Kids at Play signs all over the town, even in places they weren't in before. They keep starting at him with black eyes dripping, and a gaping mouth. Now, he goes home and goes to sleep. He wakes up at 2AM, and he gets up, but he doesn't know why he gets up. He is not in control of his body. He ends up back where he hit the kid and he starts coming apart. His eyes fall out, his skin peels off, etc. eventually, he transforms into the kids at play sign himself, and is left there. An officer sees the sign, and it's pointing to where the kid is. Thus, Joel's life was given up in order to save the child.
