Leo: He would only allow it if he's with them. They needed to be in plain sight so that Leo knows they're safe.
Raph: As long as you're there it would be fine. If he can't go with them, you needed to do that. But he'd often take them outside during the night.
Donnie: Oh he'd build something to see if they're safe and where they are. Maybe a tracker that beeps once they're too far away.
Mikey: Let's be honest: he'd sneak out with them as often as he can. Mostly onto rooftops of course and immediately teach them how to skateboard.
