Summary: SCP-041 is in what appears to be a permanent coma, after suffering irreparable damage to his central nervous system. While he isn't able to move or do anything on his own, the thoughts of him, or anyone in an approximate 10-meter radius, will be broadcast to every other person in the radius. Thoughts may manifest in TV static, where they may be recorded and audibly heard, but most of 041's thoughts are heard from brain to brain. Imagery is not as easily transmitted as "verbal" thoughts, though it is possible with enough focus. Faces are the hardest medium to transmit. 041 is not very "talkative", but he does have a sense of humor, often butting into conversations with his own comments. Note: Communication between 041 and SCP-239 (The Witch Child) might be possible, and should be highly discouraged, unless absolutely necessary.
Usefulness: Interrogation comes to mind when I reflect on 041's abilities. Just expose people to 041 if you want information. Also, remember to not mention 041's effects before information is gathered.
Against 682: The area of effect is too small for reading 682's mind without putting 041's life at risk. And, judging by how people react to secret information about 682 and how to destroy it, reading its mind wouldn't be too smart.
