Summary: SCP-048 will never be used to classify any real SCP, as every SCP given this number has either been destroyed, lost, stolen, etc. People refer to it as "cursed", not for any physical/mental/metaphysical/memetic/infohazardous reason; just supposed bad luck. 048 doesn't require containment because it, technically, doesn't exist.
Usefulness: The only thing we could hope to achieve by assigning any SCP this number is that it would be permanently destroyed. We don't, however, need any SCPs stolen or lost. Since its random each time, we aren't taking any chances.
Against 682: If the situation arises, SCP-682 could be reassigned as SCP-048. This is a last resort, though. As mentioned before, he could be stolen or lost, and a lost Keter class is not preferable.
