They say District 8 is the most rebellious district. Their Victors are a good example of that.

Bex never felt like she left the Capitol. She always felt like she was there, thinking that there were cameras recording her every move, the fake smiles, the small talk. It was always there like an itch she couldn't scratch. She was reminded of the Capitol everywhere she went, in her dreams, even when she looked at herself in the mirror. She didn't see Bex Dreesen. She saw Rebecca 'The Capitol's Golden girl'
And she hated it. That name was something that haunted her. It haunted her dreams, her thoughts. Every time she went to the Capitol that was her name.
She couldn't escape it.
But Bex didn't like to think about the Capitol when she was at home, District Eight was her safe space, away from the Capitol for a time. District Eight was a complete mess but it was normal mess.
It was her mess.
They were completely land locked and the only natural water source would be the mud and the water from the rain, which created the mud. The only nature they had was the woods just behind the factories.
Her best friend and fellow Victor, Nash, had made a name for himself and not just because he was a Victor, he preferred to be a normal person, one of the very few people in the District that could fix the machines when they packed up. The machines they had in the factories weren't the best they were constantly breaking, but Nash could always whip them into shape.
He didn't think of Bex as the cold blooded killer, she was just Bex, just his best friend, just his sister. She wasn't the Capitols Golden Girl, just Becky.
And one day Bex wanted to think of herself that way, even if it took the rest of her life.
District Eight hadn't had a new Victor for a while, there was only four of them. Woof, he won the 15th Hunger Games. Then there was Cecelia, she won the 57th and by some miracle got married and had kids after. Bex won the 66th, she had no one left to move into Victors Village with.
Finally there was Nash, he won the 69th on pure spite. The Capitol called him 'The Backstabber', a title he was more than happy to have. He made friends with the career tributes from Four, got them to trust him then killed them.
