They say District 8 is the most rebellious district. Their Victors are a good example of that.
In which a Victor from District 8 isn't supposed to have relationships but grows closer to a Victor from District 4.

Paylor led them out of the hospital back to where the hovercraft was going to be waiting for them. If not, then District Eight had plenty of hiding spots.
"Who would have thought? Danai voluntarily staying here." Nash chuckled, "It's crazy."
"What's crazy, is Bex staying here," Blight added, the three Victors were walking behind the rest of the group.
Cecelia, Colt and Danai stayed, something that Nash was sad about, but he knew that they had to. Eight had given Danai a home just like they had so many other people, and Colt wasn't about to leave her again.
He also knew that Bex belonged in Eight, not in Thirteen. He knew she was calm in Eight. She could be herself.
"What about Finnick?" Blight asked, "Johanna? Gloss? Cash...me and Nash?"
That was one of the very few reasons that Bex could have been persuaded to go back to Thirteen, but she was not welcome in that District, she knew that. She had a place in Eight, people that needed her. Whilst in Eight she was walking on eggshells in her mind, never knowing when she would snap again.
"I can't go back, Blight...when you get back ask Finnick to explain and he will."
Boggs suddenly put his hand up to stop them all, "There's a problem. Incoming bombers from the North."
"From the Capitol?" Bex asked, "How the hell do they know we're here?"
Katniss turned around to look at Nash and Bex, "Are there cameras anywhere?"
Nash shook his head, "Those would have been the first to go when Isla took the district back."
"It doesn't matter. We need to find cover. Now." Boggs told them.
"There's a bunker through here," Paylor said, already running.
The whole group started to run through one of the factories, which was mainly rubble, "I've got to get Ce and Isla!" Nash shouted as he started to run in another direction back towards the hospital.
"Nash!" Bex shouted she went to go after him, but Blight grabbed her and pulled her back with him.
Before she could protest bullets rained down. Boggs shouted at everyone to take cover. They all dropped to the ground, Blight and Bex were behind a large piece of rubble, Blight in front of Bex as she covered her ears.
