My Hero Academia: Hell is a Mess

Prompt: Multiple people wanted part two, so here we are! I recommend reading the first before reading this.
If you want a summary, Izuku basically said 'fuck everybody' and took over Japan. We are continuing on that.

"Endeavor, my old pal! How are you?" I exclaim as Endeavor flies through the windows. Yes, he can do that.

I mean, at least he didn't fall for the elevator trap. Or the stair trap. Or any other of the 100 traps I have set up for the way here.

"WHAT AM I IN, YOU BRAT?!" Endeavor yells is he is stuck midair.

"Oh, you just got stuck in a forcefield I made a while back. It keeps you in unless I want to let you out. Oh, and I don't recommend catching it on fire unless you want to burn your internal organs faster. Unless you're willing to give me a free meal, then go ahead!"

"You are sick!"

"I am well aware, thank you very much! You should see the list of disorders the psychologists think I have. Unfornuate that they can't get me to take them! Now, while the other heroes keep getting caught, tell me about yourself."

"WHAT IS THERE TO TELL YOU?!"

"You forget that I know your son, and trust me, I can see a lot through him. I also know where your wife is and why." Instantly, the flames get brighter!

"WHY, YOU LITTLE-"

"CAT, mute him. He's boring. I rather watch the dumbasses fall off of the side of the building." When I can't hear Endeavor anymore, I can see him screaming from inside the forcefield. I can't help but laugh.

I watch from the camera all the heroes getting caught up in traps, including some of the more popular ones.

Sad. Did I mention that I made it so that they reset themselves again? Oh, and that they randomize locations?

I have too much free time. Trust me: I am fully aware.

With the raining heroes becoming boring to me, I start writing laws. Specifically, quirkless protection laws and hero laws.

As much as I would love to set the whole place on fire and keep it to myself, it would just get boring. I like watching the people below me attempt to run a government. If they fuck up badly enough, I'll just take over again.

Like most people, I like to improve shit.

The quirkless laws are pretty obvious. I am tired of being declined just because I am quirkless. I should be declined because of my abilities, not my genetics. I also want an excuse for quirkless to have guns.

As for the hero laws, at the moment, I believe the heroes coming out are not the best of quality.

Yes, I know it sounds like me grading meat, but that isn't far off. Just look at Mount Lady.

What I am saying is that we need to up our standards. Quality over quantity as they say.

Oh, and I upped underground hero pay by a lot. They go through way too much shit for the pay they get. I want Shouta to at least have spare money to get a therapist because boy does he need it for the shit he has seen.

With that said, I just finished writing everything up. Thankfully, Nezu completely supports my take-over, so I sent the paperwork to him as he knows what he is doing.

I receive it back rather quickly with a couple of changes. With that, as I rule Japan now, I initiate the laws in place.

Hopefully, they stay.

For now, the heroes have been getting closer, but not by much. I need to make new traps!

Oh, and I need to start my reality TV show!
