"Virus, I understand, but this is too big of a move and too sudden. You know as well as us that we need more time than you have given us to do something like this."

But I can't hear a word you say

"THAT'S BULLSHIT! AN EXCUSE LIKE EVERY OTHER TIME! I WILL PLAN IT AND EVERYTHING! JUST LET ME PULL IT OFF!"

"You know only the Hero Commission can do something to this extent."

I'm criticized but all your bullets ricochet

"Fine. I'll do it myself. You can fire me later, but I'm not holding a death count over my head because of the ignorance of the Hero Commission."

I leave the office by slamming the door. It's ridiculous! And they wonder why I want to fight against them! As soon as I leave the Hero Commission building, I call Shouta.

"I need as many heroes in town as possible to join up. There is going to be a huge attack, larger than the Kamino Ward, and the HC won't listen to me. I need you to get Hizashi to get people together, and I need you to pretend to be a leader so that they will actually come."

"Shouldn't you get someone more well-known like Hizashi to pretend-lead it?"

"You're a well-known underground hero and teacher at UA. They are more likely to listen to you than him. Just work with me here. I ain't pulling shit out of my ass. I have a genuine reason to ask you."

A hundred was not enough. There are so many powerful villains, yet so few heroes on the scene. Now we are receiving help from nearby heroes, but even an idiot would know it's not enough.
