Inside Ord Cantrell's capital city of De-Purteen served the capital of the Imperial Interim Ruling Council.

The Imperial Ruling Council,also known as the Imperial Inner Circle, the Emperor's Inner Circle, and after the Battle of Endor, they were known as the Emperor's Ruling Circle, the Cabal, the Tribunal, and later the Imperial Interim Ruling Council. They are a collective body of advisors that constituted the uppermost body of the Galactic Empire and it de jure legislative body. It was the most powerful collective body in the galaxy during the New Order. While Palpatine was Emperor, the council managed the daily affairs of the Empire and carried out the Emperor's will.

Members of the Council were addressed as "Lords." Technically, the Council seems simply to have consisted of Advisors to be convened for discussion at the Imperial Court. There were several hundred members of the larger group.

Ord Cantrell is an Outer Rim planet. It was originally an Ordnance/Regional Depot under the Galactic Republic. It was one of the galaxy's most exclusive resorts. During the early days of Duros exploration, it was settled by a colony of Duros that lost contact with the galaxy and reverted to simple technology before dying out.

General Paltr Carvin and the civilian Advisors Challer and Plumba were the only ones in the council room as other Impeiral Generals and Moffs are transmitting from other worlds via holograms.

Paltr: Where is the Empress, she was supposed to arrive here an hour ago?

Challer: She's a busy ruler.

Plumba: Still, I wonder: We never even seen our "Empress." Does the Empire need a leader they can't see? Or is ever there?

Unbeknownst to them, a pure, silent mist was watching them and then... It vanished.
