Empress Jordan, contacting governments telepathically at the municipal level, and escalating to provincial/state level and federal level as needed. While the Empress can authorize such operations anywhere on the spot, she believed it best to inform local and/or planetary governments where the operations are taking place; it also saved everyone a lot of paperwork that they would otherwise have to do.
This added benefit to all police in Los Angeles as well as the world of Mobius getting the "do not respond" orders for Wolfram & Hart during Maeglion's "out of jurisdiction" raid. Some cops listened and some didn't because they're "on the take" and know what Wolfram & Hart does to people that fail. LAPD Cops along with some Union troops sent by Dj's wife Sentress were responding to something going down with civilians in the downtown area of Los Angeles.
The Empress of Zakull's personal security, the Knights of Zakuul and Horizon Guard, are structured a bit like a police force. Their operations as a unit are treated as such, however it did get a little dodgy when Empress Jordan and some of her Feudal Lords and Ladies accompanied them as as well as a few from the White Council fighting off hordes of Demons to get to the main building.
