"Hero Mania? I say hero menace. Don't tell me these masked-anarchy-loving vigilantes are out there to protect my kids." A guy says through the radio as I listen in. "Don't tell me some abomination, who is too grotesque to show his face, but vandalizes our town with the letter S, is a hero. What's the S stand for huh? I'll tell you what, shame. And this Ghost character. She, he, whatever they are—that stuff might've flew in New York, but not here. Not in Smallville. And I think it's pretty convenient she's always there to clean up The Blur's messes. It's obvious they're working together."
"Don't listen to the dick." Dad shuts off the radio.
"I'm not. Most of the electricity is down—I have no choice." I go back to reading my book.
"Are Clark and the others okay?"
"Yeah, they're fine." I nod. "We need to listen." I turn the radio back on.
"Listen, Gordon." A voice now comes through. "Your people decided to ignore evacuation orders-"
"No, no, no, no, no. It is clear you don't understand." Dad tells him before sitting next to me.
"What's to understand, Mister Gordon? I'm afraid you and Miss Brady are not making your-"
"For the last time, after the bridges blew and the government declared Gotham off-limits, the city was up for grabs. Given over to criminals and murderers. Now, territory is controlled by whoever has enough power to hold it." I close my book. "I mean, we have Penguin in City Hall, for God's sakes. He raided the armory and stockpiled weapons, then repurposed a factory to manufacture ammunition. It's made him unassailable. Barbara and the Sirens control an area around their club. It's the only place in Gotham not suffering for food, or booze. Barbara trades mainly in information. It's women only, but men can buy windows of time—which I actually fully support. And word is... she enforces her rule with an iron hand. To the west is Jonathan Crane, the Scarecrow." I now look at the map. "Victor Fries is further north and warring with Firefly. And to date, there have been no confirmed sightings of...Jeremiah Valeska." I bite the inside of my cheek. "Then there's us. GCPD controls a ten-block area around the precinct, where we feed and protect a hundred and fifty civilians. That number could grow as who knows how many others are trapped around the city. These are people who couldn't get out when the city was abandoned. The poor, the sick, whole families. The government has a duty. You have a duty to help them."
"Miss Brady, Mister Gordon-"
"Detective Brady. Captain Gordon."
"We've been over this time and time again. No one is allowed in or out of Gotham."
