       Hurricane: Halsey

"Jim!" I rush over to him with Harvey and Oliver.

"Where are we with Tetch?" Jim asks as we hug.

"Barbara and Nygma gave the Mayor's office a list of demands. Friend snuck me a copy. They also threatened to kill Tetch if we tried to take him back by force."

"Half of these would bankrupt the city."

"The alternative being there's no city left to bankrupt." Oliver nods.

"But we don't have any cards to play, partners. We got no moves." Harvey tells us.

"Yes, we do." Jim says and I follow his gaze to Oswald in the cell. "Him."

"Oswald?" I question.

"This entire list is Barbara's except for him. Penguin is the only thing Nygma cares about. The question is, how much?"

"No way. There is no way we're turning him over." Harvey objects.

"Why not?" Oliver wonders.

"Because we don't have the authority to broker some kind of secret deal behind the city's back. Much less one that leads to the imminent death of its former mayor."

"Nygma would betray Barbara and hand over Tetch if given half the chance. I need to save Maya!" Jim fists Harvey's shirt.

"Jim." Oliver pulls him back.

"I don't have much time, Brianna. It's now or never."

"Call Ed." I nod before walking down the stairs with Oliver and Harvey.

"Where are we going?" Oswald asks as we lead him down the alleyway.

"Shut up!" Jim snaps.

"Look, I'm not trying to aggravate you. It's just, this doesn't exactly have an above-the-board feeling about it. Brianna, what's going on?"

"Barbara and Nygma have Tetch. They're ransoming the city." I tell him.

"So what does that have to do with me?"

"We're handing me over to him." Oliver says.

"You can't." Oswald shakes his head. "You can't. You cannot do this!"

"It's a small price to pay for saving the city." Jim inquires.

"Yeah. For you. For me, it's a very large price! Look, he cannot be trusted. You're risking everything based on the word of a sociopath!"
