Where one goes, the other follows
They were startled when the hobbits had came out of their spots, but they were a bit more startled when they saw an elleth appear as well.
"Angelica!" Legolas exclaimed, startled at seeing his best friend, whom he thought still resided safely in Mirkwood. "What are you doing?"
"I am to come to this quest." she said, lifting her chin up. Everyone started speaking all at once.
"I don't want to see harm come to you -" Legolas said.
"My dear, you're supposed to be at Mirkwood -" Elrond said.
"Wonderful, another asset to the quest -" Gandalf said.
"Another elf! Absolutely not -" Gimli said.
"It's too dangerous -" Aragorn said.
"There is no way a woman can fight -" Boromir scoffed. All of them were cut off when Angelica suddenly grabbed her bow, loading it with an arrow. Without another word, she aimed somewhere and released the arrow. It went past them all, landing directly above Elrond's head on the chair. Everyone was silenced at the shot.
Angelica calmly tucked her weapon away. "Any of you refuse again," she looked to Legolas specifically, "you will be my next target."
"You can't be serious -" Boromir was cut off again by an arrow whizzing past his face to the wall behind him. He had felt the arrow only just brush his face. Only a small cut was on his face. Angelica huffed, sending a look to Legolas before leaving.
"What just happened?" Merry asked them, ruining the silence.
"That, young hobbit, was my dear friend Angelica." Legolas sighed. "If you will excuse me, Angelica wants to talk to me."

Legolas walked into the stables, and saw his dear friend tending to their horses. He knew where to find her because he's known for years. For centuries. Ever since they were just a little baby. Their fathers knew each other, Angelica's father being Thranduil's adviser. The two younglings grew up together, trained together, and were there for each other. Where one goes, the other follows.

Which was why Legolas knew that Angelica would want to come on the quest.

"Angelica. . ." Legolas stood beside her.
"Even though you're heruamin, you're also my friend. And I tell you as a friend, I want to join you in this quest." Angelica told him.
"Angelica, this is not some little adventure that we'd have -"
"I know, which is why you need all the help you can get."
"It's too dangerous for you -"
"Legolas, I am the second-best at archery after you -"
"Which is why you should stay at Mirkwood and protect our kingdom with our fathers -"
"They are fine without me." Angelica said stubbornly. Legolas pinched the bridge of his nose in frustration. "I promise you, I will not be a burden. I will listen and not danger myself -"
"But that's the thing!" Legolas exclaimed. "Even when you're doing all of that, I still have the thought of you being harmed in the back of my mind. I still want to protect you -"
"Legolas," she said softly, placing a hand on his arm, "I give you my word. I will not get myself in danger. I will not give you that stress."
"You mean a lot to me." Legolas murmured, bringing her into a hug, secretly confessing his true feelings to her.
"And I you." she said, unaware of his secret meaning. "Besides," she pulled away to give him a cheeky smile, "where one goes, the other follows."
For the first time since that meeting about the ring, Legolas released a genuine laugh.

Everywhere Legolas went, that was where you'd see Angelica. They scouted the area together, kept watch together, and they were always in each other's presence. It was confusing for the hobbits, since they never once saw them speak to each other except only those few times.
"Elves don't need to speak to each other all the time." Aragorn had explained to them. "Just being in each other's presence gives them content."
"So they're together?" Merry asked curiously. They were watching as the two elves were a couple metres away in the distance, talking to each other.
"Not that I know of." They saw Legolas smile at what she said, laughing.
"I think Legolas likes her." Pippin admitted. They all looked at him, then to Legolas who was staring at Angelica when she wasn't looking. "Why won't he tell her?"
"Angelica and Legolas have known each other their whole lives." Gandalf told them quietly, puffing out some smoke. "They have only seen each other as siblings."
"Until now." Aragorn added. He knew the look Legolas was giving to Angelica. Aragon gave that look to Arwen.
