Dumbledore: Sirius, please, let's not stray from the topic. We have important matters to discuss. Arthur, go ahead.
Arthur: The Ministry is in complete chaos. With the war approaching, neither Bones nor Scrimgeour has given any explanation.
Percy: The only announcement they've made is that there will be an emergency meeting tomorrow.
Moody: An emergency meeting?
Arthur: Yes, but they haven't said anything else. Neither Scrimgeour nor Bones made any statements. We'll just have to wait until tomorrow.
Dumbledore: I see. Kingsley, have you heard anything?
Kingsley: Nothing, everything remains secret. We can only wait until tomorrow.

Harry and Ron were excited about reviving Dumbledore's Army, now with the official approval of the headmaster.

Leaving the castle, Filch was walking toward the village to meet the mysterious wizard. He had received a letter requesting an urgent meeting at the Three Broomsticks Tavern. As he walked, a voice called from behind. Filch turned and came face-to-face with Sasuke Uchiha.
Sasuke: I'm glad you came, Mr. Filch. I was a bit concerned you wouldn't show up.
Filch: Yes, I'm curious to hear what you mean by "business that would benefit us both."
Sasuke: Let's talk in the forest. I don't want to be overheard, so please follow me.
Filch looked around and noticed no one was nearby. Though he wanted to flee, he knew it would be impossible against a wizard like Sasuke.
Sasuke: Nothing will happen to you, Mr. Filch. You have my word. I just want you to hear a proposal I have for you.
Filch: All right.
The two left the road and entered the forest, walking for at least twenty minutes until Sasuke stopped.
Sasuke: Here is good.
They sat on some rocks.
Sasuke: I'll be direct. We need your help, Mr. Filch, for the war that's coming in a month.
Filch: I don't think I can help. As you know, I'm a Squib. I can't do magic.
Sasuke: It's not all about magic. We all have our ways of fighting; we just need to find them.
Filch: And how could I help?
Sasuke: You know that Azkaban is no longer as secure as it used to be. Tom could attack the prison and free the prisoners, strengthening his forces. However, there's a spell that would give us an advantage in this war: the Fidelius Charm.
Filch: The Fidelius Charm?
Sasuke: It's a spell that magically conceals something within a single mind. The information is hidden inside a chosen person, who becomes the Secret-Keeper. From then on, what is hidden can only be found if the Secret-Keeper chooses to reveal it.
Filch: What does that have to do with me? Like I said, I can't do magic.
Sasuke: I want you to be the Secret-Keeper for Azkaban.
Filch: Me, a Secret-Keeper?
Sasuke: Yes, with your help, Azkaban will be protected, and the prisoners will remain locked behind bars.
Filch: But...
Sasuke: Think of it this way: thanks to you, the prisoners won't be able to escape or be freed by Tom. Plus, you'll be well rewarded for your services. I'm not asking you to give up your job at Hogwarts; you can do both. Only when we need to send prisoners will you inform us of the location through a letter.
In Filch's mind, many thoughts passed as he considered whether or not to accept. By doing so, he would be contributing to the war. Those criminals would be locked in Azkaban forever, with no chance of escape, thanks to him.
Filch still remembered the wizards who mocked him at school for not having magic, many of whom became Death Eaters. And then there was the financial issue. With his caretaker salary, a good retirement seemed like a distant dream.
Filch: I'll do it.
Sasuke: Then take my hand. We're meeting the Minister.
Filch: Now?
Sasuke: Yes, we can't waste time.
