Quirk: New Rule

Quirk Type: Emitter

Quirk Class: Spiritual and Quirk

Ability - This is a very specific quirk. If the user places all five fingers on themselves, an object or a person they can say a new rule that must be followed. The user must say New Rule first for the quirk to start taking effect. The rules must only effect the object or person placed on and can't rely other people for the rule to start to work on. Also most rules only will work once on an object unless under specific circumstances of what the rule was. For example a die rolling a six, it will work once until the user resets the rule. But the user can also grant themselves and others super strength from a rule or disable another's quirk from a rule. Make others fight without the function of their legs or moving at all. However these rules can not be fatal or the effects be passed on to another person like touching someone will make them die. The most is make the person effected by the rule unable to hold an object. The user can have two rules active at once but one must be on the user themselves and the other not on the user.

Combat Range: Close and Long

Disadvantage: - The user has to touch the thing to activate their quirk and can't make rules that rely on luck, only physics.

Special Moves: Invisible - The user can make them invisible to other people but the quirk loses it's rule if it moves or knocks an item or person.

Hero/Villain Names: Game Master, Word Sharp, Fair

My Input(Not Necessary): This would be a powerful person, someone who likes to have control and see chaos from affar. The user would probably hold items to create a rule that means they never miss a chosen target.
