Kuroko has always been 'invisible' and pretty responsible.
His parents knew that more than anyone else, so they believed that it would be alright if their child had a phone. So, on his birthday, Kuroko was given a phone.
Soon after, Kuroko was walking to basketball practice when he ran into Kise being chased by Aomine. Kise had turned around to taunt Aomine, and Kise didn't notice the poor blue-haired boy walking to practice.
So imagine Kuroko's surprise when Kise crashes into Kuroko and then breaks his phone.
Akashi had quite a bit of work to do, and Kuroko had to tell his parents about the phone.
But they still trust Kuroko with a phone- they just don't trust his friends.
