Description:
User can cause a rain.
Rain can be small bits of anything.
Storm will have wind if the user is touching a gas.
The storm can be as big or small as the user wants.
User can control where it spawns.
Drawbacks:
The droplets will be made of what the user is touching.
Droplets will be at maximum 1mm in diameter.
Storm has to be above the user, with the user in the epicentre.
Storm will not always stay within the spawn radius.
Storm can grow and shrink depending on weather conditions.
User cannot stop the storm once it starts. It has to dissipate on its own.
All droplets start in the middle of the storm cloud, and falls with only gravitational force.
