Quirk: Memory Seal

Description:
User can see the targets memories like a movie.
User can cut parts of the targets memories and seal it away.
The seal will remove the selected parts of the memory from the target.
The target will only feel like they've forgotten that part of their memory, but also have no desire to remember it.
Drawbacks:
Seal will weaken until broken.
The more memories sealed the quicker the seal breaks.
User will also lose a memory of the same length, but the user can choose what memory they lose.
User's memories will return with the targets memories when the targets seal is broken.
If the targets quirk, or lack thereof, is cancelled in any way, the seal will immediately break.
User must be able to see the target in any way to activate their quirk.
Returning memory will play in a flashback of sorts.
