Quirk: Locking Bind
Emitter
Description:
User can lock onto any target.
Said target will have a yellow dot on their body.
Ethereal chains will come from nothing to wrap around the target.
Chains are unbreakable, and will bind all limbs.
Drawbacks:
Requires the user to touch the target.
Yellow mark is from where the target was touched.
Chains wrap things connected to the mark, so if the mark is on a disembodied arm, the arm only gets chained.
Outside attacks will immediately shatter the chains.
