Quirk description: her voice is basically a status effect. She can apply strengths or weaknesses to anyone who hears it. For example, she can call out to someone in a race, and fill them with energy, so they can keep running. Or if she's in a fight, she can tell at her opponent to make them physically weaker
Strengths: she can, theoretically, make ANY opponent into a harmless target, even if they're initially strong enough to end the world. And the full effects of her quirk are yet to be discovered, so there's a LOT of theoretical things she could do
Weaknesses: she needs to use her voice, so it doesn't work on anyone who can't hear. And if she uses it too much, she usually loses her voice because of the yelling, and if she's sick the quirk is super weakened. Not to mention the fact that her intentions are usually more important than what she says, so if she doesn't mean it the effects aren't as strong. And, obviously, it doesn't work on anything that isn't alive

Personality: she's what some would describe as timid. She's not always like that, but it does depend on the situation. If she's put into a situation where the attention's on her, she doesn't have much of a problem. But she doesn't like doing it to herself, so she tends to clam up if she ever has to use her quirk from the background
Physical health: eh, it's.... okay. Her voice is always sorta soar since she yells more than most people
Mental health: technically healthy. Just really.... sheepish
Looks: she's about 5'2, not all that fit, and generally just kinda.... small. She has dark blue hair which falls past her shoulders, blue eyes, and is otherwise fairly average
Hero outfit: the main body is just regular clothing, albeit slightly padded to make sure hits don't hurt as much. She has a speaker that she can detach and use via Bluetooth, and a small headset with a microphone that lets her connect to it. She also has a 'just in case' microphone, which is an omnidirectional mic that she can connect to any bigger speakers
