Quirk description: he, basically, can cause people to laugh. A single touch can cause a person to laugh uncontrollably. Sleight of hand is also something his quirk aids with, though it's not any sort of super sleight of hand. He's just really talented at it
Strengths: if he can touch his opponent, he can almost always force them to stop fighting.
Weaknesses: his quirk isn't really ranged, so if his opponent can dodge him or fight from afar, he's essentially quirkless

Personality: he tries to come across as something of an asshole. Not an extreme asshole, but definitely not much of a friendly person. The best way to describe it is just him being generally miserable, in most circumstances. However, he can't hold it up all the time, and usually if he's interacting with a child or an animal he'll be a lot nicer and more fun. He also can't help but want to play or talk to either of those things too

Looks: he's about 5'6, with an athletic build, and somewhat fair skin. His hair is naturally green, though he dyes it black, and his eyes are also a dark green. He usually has a negative look on his face, be it disgust, irritation, or superiority. Again, they're all put on. The tips of his fingers, much like shiguraki or ochako, have pads, though his are all shaped like happy faces, and his hands themselves are actually bigger than normal. Not necessarily in thickness, just length, maybe about twice as long as normal hands
Hero outfit: to start, he wears specially made fingerless gloves. They can change between fingerless and regular VERY quickly, meaning he can suppress or free his quirk at will without much delay. Couples with these are a pair of telescopic batons, which sit in holders in his inner wrist and are also accessible with a simple flick of his wrist. As for the rest of his clothes? He's just... dressed as a mime. Dark and quiet, but still somehow funny
