Description: well, the main aspect is his ability to move himself and others through a digital world. It adds secondary effects too, like being able to leave someone or something in the digital world, and being really good with computers. He hasn't found a firewall he hasn't been able to break through
Strengths: any digital security system is useless to him, and he's great at fighting against robotics. Plus he can hide inside of most electronic devices
Weaknesses: his quirk doesn't really help in a fight without some sorta device or gadget to help. He also needs electricity to function, though he can usually just charge himself over night
Ultimate move: he discharges the power he has stored in himself, which can either be like an emp bomb that messes with electronics all around him, or as an aimed cannon that can disrupt electronics and of course kill a human if aimed right, or if he discharged enough, though this of course requires him to use up a bunch of his own energy

Personality: he's sorta.... unsocial. He isn't anxious, or particularly afraid of socialising, he's just not particularly great at it. He occasionally struggles with saying the right things, so ends up accidentally offending people, or weirding them out. Blues getting better though!
Physical health: it isn't bad. He doesn't have any major issues or disabilities.
Mental health: again, not bad. He isn't suffering from anything serious, but he is a little ADHD
Looks: around 5'6, he has pale skin, possibly because of his quirk, or possibly because he spends so much time inside. His hair is a light blue, as are his eyes, sort of like a glitch blue. He's skinner than most people his height, and he has a few 'augmentations' to his body, such as a data cable that goes from his wrist to his head, which is shaved short on one side. He has a tail, which splits up into several pieces at the end, each piece being a different cable. USB, lightning cable, android cable, even HDMI. He can plug into almost anything
Hero outfit: he wears a cube shaped helmet, that looks a lot like a tv. Outside it can display anything he tells it to, and inside it can displays anything from around him, giving him a good range of view. His body is basically a tech suit, covered in small parts of computers, and weapons, and various other things. It looks super futuristic, and weaponised, but all it can really do is keep his temperature regulated and increase his strength enough to actually wear it like it wasn't a bulky suit of metal. It's very useful if he's fighting in a really hot or really cold environment, or if his enemy can do things like freezing or burning
