Strengths: she can produce a LOT of power if she has to, and she can use it in fairly creative ways
Weaknesses: she uses muscles to do it, so they can get tired and cramped if used too much, which of course weakens the voltage. It's also based on skin, so the more clothes she has the weaker her electricity is

Looks: she's a got a long body. She's built like she's 4'8, but her torso's a few inches taller, so she ends up being 5'6 with a sorta long body. She looks fairly normal, aside from her skin having grey/green tone, and her not sweating. Instead, she's naturally pretty slimy.
Hero outfit: it's like a bandage wrap around her chest and crotch, which gives her the most available skin possible. But she also wears a yellow rubber rain coat, poncho style, with thick rubber boots, which help her maximise her power by reducing voltage lost to the ground, and it also lets her avoid getting anyone else if the ground is wet, while the poncho lets her carry people without zapping them
