Homeworld indeed goes into a panic after Black Diamond's was heard. Many gems fled the planet to either take refuge in adjacent plants that are colonies to avoid the undoubtedly rage of this new war being played on Homeworld. Steven Universe heard Black Diamond's message when it was first announced, it played on the communicators and screens on Earth, and the second the message ended, Steven made his way to Homeworld with the Crystal Gems backing him up.
Steven was taking charge, because everyone in the team trusts his judgement more than each other.
"What do you need us to do, Steven?" Peridot asked.
Steven took a glance at the desolated society that was once packed and bustling. "We need to make sure nobody can leave this planet. Peridot, I need you to lock down the warps on this planet, nobody leaves without us knowing, we can use this to stop them from retreating elsewhere. When you're done, head to the Bunker and set up camp there. You'll be our technical help there."
Peridot giggled. "Just like old times."
"Pearl, Garnet, Amethyst, if you can fight off patrolling rebels and obtain information from them, I would much appreciate it. Don't do anything too risky, too much is at stake to fall. Let me deal with the risky maneuvers." Steven instructed them.
Pearl nodded. "Will do."
Garnet gave him a thumbs up. "You can count on us."
"Be careful out there, bro." Amethyst gave him a quick hug. "If you're in a jam, contact us immediately."
