Project Kindle:

Objective: Reestablish Vale as kingdom

Details: It does not need to be a NO puppet state and it should not be, as long as we can get a military, or another academy operational it is a success.

Secondary Objectives: Take load off of NO forces by getting another nation capable of defending itself. Attempt movement of all former Atlas civilians to New Vale. Trick NATO into doing most of the work for us. <CENSORED BY ORDER OF DCM>

4 months after start of Project Kindle(AKA trick NATO into doing all the work):

Location: New Vale, Vale exclusion zone

New Orderia proposed  Operation Kindle to NATO with the idea of using it as training. It would teach soldiers and engineers to build, rebuild, and deal with radiation. New Vale would be decontaminated by NATO military forces and then construction would take place. NATO leaders decided free on the job training for something like this was a great opportunity and agreed to help. The US sent multiple engineering and other construction personnel to Vale after Marines and Army personnel did radiation "training". NO forces led the project officially but they really allowed individual units to make plans themselves with NO Army soldiers acting as delivery men. After 4 months the radiation was cleaned up inside the walls which were rebuilt.

Now the first issue arose: where was the Vale council and Ozpin? Half of the council was declared dead from SA-1 and Ozpin had died in a collapse. NOID found evidence that Ozpin was able to reincarnate so the new objective was finding who he became. It was assumed he was in Vacuo but they didn't know who he would look like. NOID agents set up a search and prepared for a long time in the desert.

It took under a day to find Ozpin. He was with team RWBY and the remains of JNPR. With Ozpin or at this point Oscar found the New Orderian Recon Division had their time to shine. A massive transportation effort took place where many civilians from Atlas and Vale were sent to New Vale. Outside the walls there was still pockets of radiation so signs and barbed wire fences were put up to keep civilians out.

Location: New Vale

Soldier: God damn did the Americans do a good job at rebuilding. You can barely tell what happened. Aside from the scorch marks on the ground that is.

Soldier 2: Yeah, like the ghosts of Hiroshima but for zombies. Those bombs did fix the problem though.

Soldier: I guess but there is going to be a garrison for at least another year to make sure it is gone. DCM apparently built some classified failsafes.

Soldier 2: How would you know?

Soldier: Did you not see who we escorted last week?

Soldier 2: Oh. I might be retarded.

Soldier: Shocker.

The two soldier continued down the streets. Most people had just moved in so the sidewalks were packed with boxes as people moved. Until the VPD was set up NO soldiers have to act as police officers. The remains of the Vale council are also getting set up and they are split on wether NO forces should be welcome. On one hand they got the city back and on the other they are a foreign military force that demolished most of the city because they didn't think they had the resources to watch it. But with New Orderians guarding them they didn't spend much time debating about it and decided what to do with the public works. 

NO soldiers were doing more than just policing, despite NATO using Vale to train construction crews there was still need for improvement so New Orderians took the role of the departments of public works, power, water, and transportation. The VFD was also lacking so some military firefighters and volunteers from the GFD were kept in the fire stations until Vale hired more firefighters and paramedics. Crime rates were lower probably because soldiers walked the streets and responded to every tiny issue in the city, if someone's water pipe breaks soldiers show up, being to loud, soldiers, speeding, you guessed it, soldiers.

Every day the load was taken off NO force's backs as people were hired and trained for the jobs soldiers were doing. Atlas and Vale firefighters quickly allowed the NO firefighters to go back to Goalaria. Former Atlas soldiers who defected applied for the Vale police department along with anyone who was law enforcement in both nations. Eventually NO forces only filled in for guarding the walls while a milita formed and trained by New Orderian instructors.

Location: DCM building, NO military base in New Vale.

Agent: Hello there everyone, you are here because you had the best resumes in the kingdom. The Disease Containment Ministry will be one of the few groups of NO forces not pulling out. However that doesn't mean we won't take help from locals. Your jobs here will be monitoring spread of diseases through the region in coordination with NO and Vale forces. Some of you will be monitoring diesases as far north as Mistral to keep this kingdom safe. One thing that needs to be made clear: If you hear SA-1, 2, or 3, you bring it to me. That is what caused Vale to fall two years ago. Treat it as the greatest threat to this planet.

Recruit: What about the Grimm?

Agent: SA is worse. It is bloodborne and 100% lethal. SA-2 is a gas and SA-3 is a monstrosity that is larger than most Grimm and just as violent. It has one goal and that is to feed on your bodies. The only thing we know is competent effective is fire which as you know here is a no go so we have to stop it instantly. If it gets to bad then the city will be quarantined and nuked again.

Recruit: Got it.

Agent: We have failsafes for if it comes back and pray we don't have to use them.

Recruit 2: What are they sir?

Agent: If I told you we would both be executed. Just know if it needs to be used it will be bad.

Location: SAVIOR class failsafe storage room

SAVIOR is the strongest weapon known to man. It is only to be used it the SA virus returns to Vale. SAVIOR is a large antimatter bomb that if activated will evaporate the entire Vale Exclusion zone. A 2 hour window will be given to evacuate the area, anyone inside the walls will not be given a chance to leave. All exits will be blocked, all ships will be scuttled by explosives. SAVIOR will eradicate any trace of the SA virus in the region and any possible infected subjects.

The DCM overseers will always be in the facility that stores SAVIOR and if he activates the failsafe any exit to the facility will lock itself. This is to encourage people to not activate the failsafe on a whim. It also requires 4 people to activate. Any unauthorized activations will be overridden and chlorine gas will be pumped into the activation room. All exits will remained sealed until NOID SWAT and IDTF arrives to clear the facility. Every room has 30 gas masks sealed in titanium boxes that will open if the chlorine gas is deployed. The quarter mile hallway between the rest of the facility and the activation room does not have these masks.

Any attempt to activate the failsafe without authorization is suicide. Every precaution will be taken to prevent accidental firing. The DCM will never count SAVIOR as a victory because it stands to say that they couldn't do their one job of saving lives and containing deadly diseases.
