Location: NOMC ACOM center, Malask City

Radio: Officer down, 12 Adam 33 was just executed by the suspect.

Dispatcher: Copy, where is the suspect now?

Radio: Firing on us with the gun she stole from the downed cop, currently inside the C train.

Dispatcher: How many civilians are in your area?

Radio: To many to count, we are working on getting them out but are taking fire whenever we make a move.

The dispatcher typed into a computer repeatedly and a camera feed from inside the Chinatown subway station(where the shooting was occurring) started playing. It showed MCPD and NOMC Metro Police officers taking fire from a subway while panicked civilians ran through the station. Some officers were hit and ducked into cover while multiple civilians were caught in the crossfire.

Radio: Where the hell is ESU?

Dispatcher: ESU is two minutes out, focus on getting the civilians out of there for now.

Radio: Dispatch, suspect has gotten the train moving again, we are going to follow on foot. Get officers in the next station and try and stop that train.

Now the next station was the capital, the scene was now an even larger incident spanning yet another city. So far this insurgent escaped a NOID facility during a terror attack, posed as a NOID agent to be airlifted out by the WFM medics, escaped the MC Presbyterian Hospital after NOID realized where they went, and ran through Malask to the subway. The dispatcher opened the camera feed to the subway itself and was able to identify a dead police officer bleeding from a stab wound to the stomach and a plethora of gunshot wounds to the chest and head. The suspect flipped off the camera and shot it causing the feed to cut. 

Dispatcher: I need all Greater Renton units to respond to the SR subway station, we have a cop killer on the loose. Suspect is armed and has already killed at least one officer before injuring five. Lethal force is authorized and encouraged.

Radio: Copy that dispatch, show the entire 2nd precinct rolling.

The dispatcher turned the feed away from the broken camera and to the Southern Renton subway station. Inside the station tons of NOMCMPD officers directed civilians out and set up basic barriers. The NOPD swarmed the station and NO Transportation Division workers set up a buffer stop which would stop the train regardless, they knew no surviving citizens were on the train so casualties were not a possible consequence. 

Radio: NOTD to ACOM, train is 1 minute out.

Radio: All PD units are in place, we are ready for this bastard.

The screen showed concrete barriers with NOPD ESU, SecDiv SWAT, and normal patrol officers behind them, all pointing weapons towards where the train would stop. The officers aimed rifles and shotguns when they heard the train approaching. The dispatcher watched closely, ready to send in the medical crews for if an officer was injured. When the train came into the station everyone lowered their weapons.

The entire subway was on fire, the rear door flung open. The train hit the buffer, pushed it 15 feet, and stopped. Flames shot out of the windows and doors and smoke poured into the station. The normal patrol officers were told to back out and ESU moved in between cover while the SecDiv units put on gas masks. The SecDiv teams moved up behind a ballistic shield and two officers jumped onto the burning car with their pistols drawn. 

They emerged a few seconds later with the burnt corpse of the downed officer. The officers repeated this process of checking cars fast and determined all subway cars were clear. They backed away and the officers were hosed down with extinguishers as their uniforms smoldered.

Radio: Clear for FD to roll, suspect ditched the train a while ago.

Dispatcher: 10-4. 78, you are clear to move in. Greater Renton units, 10-75, full train on fire in SR station. PD reports one 11-44 and no other victims.

Radio: Affirmative, show us responding.

The dispatcher then passed that scene over to another dispatcher who was trained for FD. The dispatcher then started to go through cameras while coordinating the NOPD units. The C train had it's own line between Southern Renton and Chinatown, in this gap there was no stations but plenty of access tunnels. Those access tunnels linked to the surface and to other tracks which had their own ways out. In other words, this suspect could be anywhere in Greater Renton, possibly into Midtown if they were fast enough. 

The dispatcher grabbed a phone off of his desk while typing on the keyboard. He dialed the NOID headquarters in the capital and sent alerts to all NOPD, MCPD, NOHP, SecDiv, NOMCMPD, NO Park Rangers, and CEM units in the region. Immediately the call was answered as the dispatcher kept typing.

Phone: NOID Counter Terror unit, what do you need?

Dispatcher: We have the fugitive somewhere in the capital, she ducked out of view on the subway. We know she is still inside and I have roadblocks being set up now across the city. Do we have any orders?

Phone: Squeeze the city, I want districts cut off and the flow of traffic halted. Have patrols arm themselves with shotguns and raid everyone on the lists.

These lists refer to normal people the government thinks could be lenient to insurgents. People from other realities are put on these lists followed by people who criticize the state often. When citywide manhunts start these are the first people raided along with former criminals. The agent pinged the ESU unit's MDTs with orders to get their gear on and ended the phone call.

Dispatcher: I want every unit to search the locations sent to your MDTs, you will not need a warrant and if they refuse to open the door force is immediately authorized. NOID wants this bitch in custody yesterday.

Radio: Copy that, protocol 91 enacted.

The dispatcher sent information to the other dispatchers in the center and to smaller centers across the region. ACOM contacted the news and with NOID's help got a reward system set up. The dispatcher watched helmet cam footage as doors were breached and random people were searched before giving the teams updates on new targets. A few higher profile targets were taken off of the dispatcher's list and sent to the NOID SWAT teams.

Radio: 8-Lima-3 to dispatch. We have a dead body on 53rd and Hamilton, get me an RA and 32's.

Dispatcher: 10-4. All available Midtown units, 10-49, 53rd and Hamilton. Engine and Medic 9, respond for a dead body found at 53rd and Hamilton.

The dispatcher passed the incident over to the NOPD's homicide unit which pretty quickly passed it over to counter terrorism after linking the killing to the fugitive. As the days passed it became clear they weren't finding anything and the police slowly returned to normal activities. Detectives continued to look for clues but there wasn't any more murders or even a sighting of the suspect.


This entire chapter was the lead up to the riot in the chapter "Unrest". In fact that picks up about a week after this chapter ended. This should provide insight into the New Orderian government's ability to monitor it's citizens and if definitely shows them ignoring civili rights.
